Justin Wheeler was born to build. Raised in a family that crafted stunning custom ranch homes on wide-open landscapes, construction wasn't just a career path — it was his calling. A University of Oregon graduate with over two decades of hands-on expertise spanning high-end residential remodels, large-scale commercial projects, and elite estate management.

Scott brings grit, precision, and a people-first mindset to every project he touches. Forged by experience with billion-dollar corporate giants in HVAC, plumbing systems, and smart environmental upgrades — and by years of landscape construction and ranch work — his hardwired work ethic and commitment to client outcomes define every build.

Central Oregon Construction Lead
Dylan grew up working alongside his father Justin on job sites across Central Oregon — learning the craft from the ground up. Now leading projects in the region he knows best, Dylan brings a sharp eye for detail, a deep respect for the land, and the kind of work ethic that only comes from being raised to build things right.

David Grbavac
Portland Metro Construction Lead
David is a lifelong Oregonian, growing up in the Portland Metro area. He loves building anything and is a trade expert in carpentry and fine finish work. David brings patience, joy, and over 15 years of owning a construction business to every project. Favorite buildings: Wineries. Favorite sport: Soccer.
Central Oregon
Chris Witherspoon
Central Oregon Project Manager
Chris is a detail-driven project leader with extensive US Army experience, as well as 15 years with the U.S. Forest Service and Bureau of Land Management. His background spans wildfire response, fuel management, land preparedness, and emergency operations. At Cascade Projects, Chris applies that experience to life-safety, fire, wildfire-mitigation, and water-management projects with discipline, precision, and calm under pressure.
